Who could build a house like this ?

Leaking house.
Water is leaking into the house and pooling on the floor when it rains. Stucco on top floor projects out past the window, funneling water into the wall. The vertical posts on the window frame are leaking water at the bottom. No sills. Backward flashing over the window. Window frames leak all over.
